Question about Mobile Navigation vs. Desktop Navigation

Hi! I noticed something when I tested my site on http://mobiletest.me. I created an image that I put in snippet.header.php directly below the <header role="contentinfo" id="site-head">.
When I view my site on my desktop, or when using Android Chrome on my smartphone, I can see both the image and the top navigation links I set in the Grawlix editor.

When I view the site on any of the phones in http://mobiletest.me, however, the image I put into snippet.header.php disappears, and the navigation is replaced by a mobile-friendly nav, where I have to tap a box of three lines in order to see the nav links.

My question is: The above makes me think the mobile navigation is controlled from a different file location than snippet.header.php. Is this the case? If so (or if not), which file can I edit to make sure the image in snippet.header.php appears in mobile phones?
